The best thing is have a look at maps of Europe (would help to know what ‘modern period’ actually means – to a classical scholar it may mean something very different ) of say 1800, or 1900 – does it look like a patchwork quilt? – lots of separate states of roughly equal size – or do things like the Soviet Union, the Austro Hungarian Empire and the Ottoman Empire rather screw up the analogy?
